The City Attorney's Office, located on the third floor of City Hall, is led by the City Attorney, appointed by the City Council to manage the City’s legal affairs. They provide legal counsel to the Council, staff, boards, and committees, draft ordinances and resolutions, and attend meetings to offer immediate guidance. Acting as a legislative liaison, the City Attorney oversees the drafting of legal documents, represents the City in litigation, and handles appellate cases. They manage major legal decisions, prepare budgets, issue formal legal opinions, defend City employees, and oversee land transactions.

Holt Moore, originally from the foothills of western North Carolina, began practicing law in 1996. He is licensed in North Carolina and Kentucky, and has been admitted to practice in all North Carolina trial courts and the US District Court for the Eastern District of NC. After a number of years in private practice, in 2000 he became the Assistant New Hanover County Attorney, where he oversaw the litigation and land use matters. Holt opened his own practice in 2007, and served, by contract, as the Town Attorney for Carolina Shores, the Land Use Attorney for Kure Beach and several other small communities on an as-needed basis. He began as Lumberton City Attorney in early 2014. Holt has served as a Superior Court Mediator, and was on the Board of the NC Municipal Attorneys’ Association. He is active in church and civic causes in the Lumberton area.
